The authority, created under the Prevention of Electronic Crimes Act (PECA), is responsible for overseeing social media platforms operating in Pakistan.
This is the first formal effort by the government to introduce a comprehensive regulatory framework aimed at addressing harmful online content and ensuring that digital platforms comply with local laws and standards.
The authority aims to ensure that online platforms operating in Pakistan adhere to the country’s legal framework and ethical standards. It is mandated to address issues such as cyberbullying, fake news, content that incites violence, and material linked to extremism.
The SMPRA will also focus on protecting users from online harassment and exploitation.
The authority’s core objectives include strengthening Pakistan’s digital space through clear content moderation standards, ensuring the removal of illegal or harmful content, and improving accountability for social media companies. It is also expected to require platforms to establish local offices and comply with regulatory requirements within Pakistan.
SMPRA is expected to develop a structured complaint and grievance mechanism, allowing users to report harmful content and platform violations. One of its primary goals is to enhance online safety and ensure that digital platforms take responsibility for the content they host.
The authority was officially established in early 2026, with Ayaz Shaukat, former Advocate General of Islamabad, appointed as its first chairman.
SMPRA will also coordinate with other regulatory bodies, including the Pakistan Telecommunication Authority (PTA), to address cybersecurity challenges and issues related to the digital economy.
The authority will now focus on drafting detailed rules and regulations, which are expected to cover content moderation policies, registration requirements for social media platforms, and penalties for non-compliance.
